Business Meeting


Roll Call:  Councilor Graney, McNabb, Smith, Dempsey, and Mayor Lattimore, present.

Staff Members Present: Staff Members:  City Manager, John Rossi, Corporation Counsel, Debra McCormick City Clerk, Cindy Aikman, Planning Manager, Mike Talbot, Solid Waste Supervisor, Mike Long CIP Manager.

Pledge of Allegiance to the Flag – All stood for the Pledge.

Moment of Silence – Mayor Lattimore asked for a moment of silence.

Public to be heard –

John West, 63 Bradford St. and CSEA member speaking for Tom Gabak, CSEA president, commented about the proposed layoffs and asked that Council find other options to save money.

Cynthia Richardson, Auburn, (retired teacher) spoke to Council regarding the elimination of funding for the Human Rights position.  She stated the Human Rights Commission had served the City well since 1964 and eliminating funding was not a good idea.

Mary Lou Picciano 32 Cayuga St., spoke to Council about her sons issues with the Auburn Police Department.

Earl Staring, 214 Woodlawn Ave., spoke to Council about the Auburn Police Department and diversity.

Mayor Lattimore asked for Council consensus to move the Local Law up in the agenda to accommodate people that only were in attendance for that issue.  All agreed.

Katy Faukam, representing Nutrition Bar Confectioners LLC in Cato, spoke to Council prior to the vote.

Local Law #4 of 2007 of the City of Auburn New York entitled “A Local Law Designating a Regionally Significant Project within the City of Auburn, New York.  Vote: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye.  CARRIED.

Presentation and Proclamations –

The City Clerk read a proclamation regarding Mother’s Day.

Public Announcements –

Mayor Lattimore thanked Congressman Arcuri for helping Auburn secure over $1 million in HUD funds.

City Manager’s Report
The City Manager reported the following:
ü       Leak detection work has begun and 50 leaks have been found so far.
ü       He is exploring possible regionalization of the Police and Fire functions with the County.
ü       NYSDOT has approved the East Genesee St. reconstruction. It is scheduled to begin on June 1st.

Resolutions
Council Resolution #102 of 2007 authorizing the Mayor to enter into a cooperative bidding agreement with Cayuga-Onondaga B.O.C.E.S. for paper and janitorial supplies. ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Sewer-Water Repair/Replacement Program Resolution #103 of 2007 authorizing financing for the repair/replacement of a sewer line on the Sewer-Water Repair/Replacement Program. ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Sidewalk Resolution #104 of 2007 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2006 Revolving Loan Sidewalk Program. ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Council Resolution #105 of 2007 authorizing the Mayor to enter into an Agreement with the Cayuga County Convention and Visitors Bureau, Inc. for the period August 1, 2007 through July 31, 2008. ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Council Resolution #106 of 2007 authorizing the Mayor to execute an easement with New York State Electric & Gas Corporation on behalf of the City.  ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Council Resolution #107 of 2007 authorizing the Mayor to enter into Agreements with the following, to dispose of solid waste at the City’s landfill in compliance with all City, New York State and New York State Department of Environmental Conservation rules and regulations: ~Amer-i-can Containers of 277 North Street, Auburn, New York, Leach’s Custom Trash Service of 1834 Route 13 North, Cortland, New York, O’Connell Trash Removal of 8041 Jericho Road, Weedsport, New York, Robinson Roll Off, LLC, 3486 Franklin Street Road, Auburn, New York and Morgan Rubbish Removal of PO Box 300, Elbridge, New York and WeCare Holdings, LLC, of 9293 Bonta Ridge Road, Jordan NY.  ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.
Prior to the Vote on Resolution 107, Councilor Dempsey asked to go on the record with his concerns about loosing Casella as a customer of the Landfill.  He asked the City Manager why Casella was not included in the group of agreements Council was voting on.  Mr. Palesh reported that an agreement could not be reached.  
Appointment Resolution #108 of 2007 authorizing the appointment of Mark R. Palesh, City Manager of the City of Auburn as Zone Certifying Officer for the Auburn Empire Zone.  ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Council Resolution #109 of 207 authorizing the Mayor to enter into an agreement to purchase natural gas for City facilities. ~ ~VOTE: Councilor Graney, McNabb, Smith, Dempsey, Mayor Lattimore, aye. CARRIED.

Other Business~
Mayor Lattimore commented on parking tickets and fines.  He suggested that the fine be half if people paid within 24 h ours.  Chief Giannotta reported that the City Judge sets the fines.

Council adjourned to executive session at 7:20PM and returned at 7:55PM.
